Ideas

This award-winning two-storey tertiary education Engineering and Trades Facility at Waikato’s Institute of Technology was delivered over two stages. The project reflects a transformational change for the Engineering & Trades faculty, as it takes the opportunity to redefine how it delivers its specialised curriculum. Greenstone Group’s role facilitated a process to define how the individual Schools within the Faculty would operate, then translate these requirements into the project, cost-effectively and within the required timescale.

Initially commissioned to provide design management, we quickly established effective working relationships with Wintec and the design team. This led to the expansion of our engagement to include full project management services. Taking the initiative, we outlined a project delivery plan addressing Wintec’s global requirements and developed a programme that while ambitious, was achievable.

Transformation

In managing the design team, Greenstone orientated the deliverables to support separately staged building consent applications for the primary structure and balance of works. After initial early engagement with Hamilton City Council, this has allowed work on-site to commence earlier than would have otherwise been possible.

For this to be worthwhile, the procurement strategy had to also support the fast‐track nature of the project. After an in‐depth analysis of options, Wintec accepted our recommendation to procure the main building works under a Guaranteed Maximum Price (GMP) contract. This necessitated a change to Wintec’s standard lump‐sum conditions of contract. The amendments were accepted by Wintec’s legal advisors after we had communicated the benefits, along with the mechanisms necessary to manage risk.

An on‐going part of this risk management was to conduct our own detailed review of sub‐trade packages prior to award, rather than relying more strongly on the evaluations provided by the main contractor. While this process required a continuous commitment, Greenstone saw this as a necessary role to maintain a proactive approach to risk management, and support our Client’s best interests.

As well as establishing the formal contractual management systems, we had the opportunity to introduce additional KPIs within the main works contract. These related to the Contractor’s expected conduct during the project. This was successful as a framework to manage the less tangible aspects of the Contractor’s performance in a high‐profile project.

From our weekly Client meetings to formal PCG and specialist reports, we maintained a comprehensive system of formal and informal communications with Wintec, regulatory authorities and other parties. These have enabled Wintec to make appropriate, informed decisions, and brought both internal and external stakeholders along with the project. The value we have added to our role has been recognised by Wintec, with the invitation to provide project management services for renovation of the Hub at Wintec’s Rotokauri campus.

Reality

Our experience across a diverse array of construction projects enabled us to provide relevant constructability advice, providing a long‐term asset management perspective as well as considering how cost efficiency and construction time could be optimised. Throughout the project we maintained a comprehensive system of formal and informal communications with Wintec, regulatory authorities and other parties. This enabled our client to make informed and intelligent decisions and has brought internal and external stakeholders to the project.

The value added by Greenstone Group has been acknowledged by Wintec through their invitation to provide project management services for the renovation of the Hub at their Rotokauri Campus and its success in receiving five awards at three different events, including the Waikato/Bay of Plenty Architecture Awards, the New Zealand Commercial Project Awards and the Property Council New Zealand Property Industry Awards.
